Central Luzon Growth Corridor Foundation, Inc.

In the wake of the catastrophic eruption of Mt. Pinatubo in 1991, which severely disrupted the lives of Central Luzon’s people and stalled the region’s economic development, the governors of Central Luzon united with a shared resolve to restore the region’s vitality and potential. Recognizing the need for a dedicated coordinating body to support the Central Luzon Development Project, the Central Luzon Growth Corridor Foundation, Inc. (CLGCFI) was established in March 1994, initially under the name Central Luzon Investment Coordinating Council (CLICC). The founding governors committed to regular meetings to synchronize and advance the region’s investment plans and development initiatives.

 

CLGCFI, then CLICC, was first led by Zambales Governor Amor Deloso (1994–1998). Following a brief period of inactivity due to administrative changes, the council was revived in 1999 under Nueva Ecija Governor Tomas N. Joson III, who served until June 2004. Bataan Governor Enrique T. Garcia, Jr., chaired the council from July 2004 to August 2005, after which leadership returned to Governor Joson until June 2007. From July 2007 to June 2013, it was headed by Aurora Governor Bellaflor C. Angara-Castillo, followed by Tarlac Governor Victor A. Yap (2013–2016). Under Tarlac Governor Susan A. Yap (2016–2025), the Foundation continued to thrive, benefiting from the vision, dedication, and collaborative spirit of Central Luzon’s governors across the decades.

Today, CLGCFI is composed of the seven provincial governors of Central Luzon, alongside the DTI Undersecretary for Industry & Investments and the DTI-3 Regional Director, reflecting its strong public-private partnership mandate. Since 2025, the Foundation has been headed by Bataan Governor Jose Enrique S. Garcia III, serving as President. The current leadership structure is as follows:

This composition underscores CLGCFI’s enduring mission: to foster regional collaboration, promote investments, and drive sustainable economic growth across Central Luzon.

Mandate

The Central Luzon Growth Corridor Foundation, Inc. (CLGCFI) was established to serve as the region’s premier coordinating body for investment and trade development. Its mandate is to provide policy decisions and facilitate the planning, coordination, and monitoring of projects that strengthen Central Luzon’s role as a dynamic hub for business and industry. By bringing together the seven provincial governors of Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales, along with the Department of Trade and Industry, CLGCFI ensures that regional priorities are aligned with national economic strategies.

Programs & Projects

The Foundation has pursued major initiatives that directly address the needs of investors, entrepreneurs, and local communities. These include:

  • Creating a business and investment-enabling environment by streamlining processes, improving ease of doing business, and enhancing local government competitiveness.

  • Promoting Central Luzon as a prime destination for investment, both locally and internationally, through trade missions, conferences, fairs, exhibitions, and promotional campaigns.

  • Supporting the growth of small and medium enterprises (SMEs), recognizing their vital role in job creation and inclusive economic development.

  • Building capacity among investment promotion officers and partners, ensuring that provincial and municipal stakeholders are equipped with the skills and knowledge to attract and sustain investments.

 

Through these initiatives, CLGCFI has positioned itself not only as a policymaking body but also as a catalyst for regional progress. Its programs—ranging from advocacy for ease of doing business to institutional strengthening—reflect a holistic approach to economic development, balancing large-scale investment promotion with grassroots enterprise support.

In essence, CLGCFI’s mandate and initiatives embody its vision: to make Central Luzon a competitive, investor-friendly region where collaboration among government, business, and communities drives sustainable growth.
