DTI Spearheads Roll-out of the Enhanced BPLS in Nueva Ecija
The Department of Trade and Industry-Nueva Ecija (DTI-NE) spearheaded the conduct of the Nueva Ecija Roll-out of the Enhanced Business Permit and Licensing System (BPLS) on March 27, 2017 at the Royal Crest Hotel, Cabanatuan City.
In their continuous effort to promote a business-friendly environment, Provincial Director Brigida T. Pili of DTI-Nueva Ecija, Engr. Renato G. Bernardino and Ms. Jovi Marquez of the Department of the Interior and Local Government (DILG), Fire Marshall Roberto Miranda of the Bureau of Fire Protection (BFP) and Ms. Maria Sinag Abello of the Department of Information and Communications Technology (DICT) teamed-up to inform the 29 LGUs present in the meeting on the new directive for the Issuance of Business Permits.
Ms. Abello discussed the BPLS Automation project for 2017, the provision of training programs for LGUs and the eReadiness Survey for interested LGUs. She shared that Talavera will be pilot tested in 2017. She also assured the LGU representatives that the automation will be modified as to the specific need of every LGU. At the end of the meeting, all interested LGUs submitted their filled out survey form to signify their intention to improve their BPLS services.
On the other hand, Mr. Roberto Miranda discussed the JMC Provisions on Fire Safety Inspection as well as the revised BFP Citizen’s Charter for newly established and renewal of business permits.
Ms. Jovi Marquez presented the DILG-DTI-DICT Joint Memorandum Circular (JMC) 2016 and its revised and updated guidelines—an enhancement from the previous JMC issued in 2010. With the revised JMC, standard for processing time will be 1-2 days from 5 days and number of steps will be shortened to 3 from 5 steps.
The streamlining of BPLS started in 2010 with the aim of simplifying the business permit processing of LGUs and improving the ease of doing business in the country. LGUs are now being monitored for the implementation of the JMC 2016.
