NCC Recognizes Top Central Luzon LGU in the 5th Cities & Municipalities Competitiveness Index


The National Competitiveness Council (NCC) held the 5th Annual Regional Competitiveness Summit on 16 August 2017 at the Philippine International Convention Center (PICC) to present the results of the 2017 Cities and Municipalities Competitiveness Index (CMCI) Data Gathering and Validation.

The CMCI is an annual ranking of Philippine cities and municipalities based on an overall competitiveness score in the pillars of Economic Dynamism, Government Efficiency, Infrastructure, and Resiliency. Administered by the NCC, in cooperation with the Regional Competitiveness Committees, the index serves as a diagnostic tool for the local government officials to assess the competitiveness of their city or municipality and identify areas for improvement and collaboration. It may also be a significant guide for the business community in their investment decisions, and as take-off point for further research.

Central Luzon, through the RDC-III Special Committee on Competitiveness, has been participating in the CMCI Data Gathering and Validation since 2013.

The 2017 Summit highlighted the recognition and awarding of local government units from all over the Philippines with exemplary performance and ranking in the top three in the four pillars of the index categorized into the following classifications: 3rd to 6th Class Municipalities, 1st to 2nd Class Municipalities, Component Cities, and Highly Urbanized Cities. Special awards were also given to the Most Competitive Province and Most Improved Cities and Municipalities.

Through the years, Central Luzon has consistently positioned a number of LGUs in the top ranks. This year, due recognition as given to the following:

  • BALER, Aurora: Most Competitive Municipality [3rd to 6th Class Municipality Category]

  • CITY OF SAN FERNANDO, Pampanga: Most Competitive City [Component City Category]

  • Most Improved Municipalities [1st to 2nd Class Municipality Category]

[if !supportLists]o [endif]BONGABON, Nueva Ecija - 1st Rank

[if !supportLists]o [endif]BALIWAG, Bulacan – 3rd Rank

A total of 130 cities and municipalities from Central Luzon participated in the 2017 CMCI through the submission of the local data capture sheet, while 129 qualified for assessment and ranking.

The NCC is chaired by DTI Secretary Ramon Lopez [Public Sector] and Co-Chaired by Mr. Guillermo M. Luz [Private Sector]
