The Province of Bulacan: From “Gateway to the North” to a Global Destination

Bulacan is evolving beyond its traditional role as a mere entry point to Northern Luzon and setting its sights on becoming a globally recognized hub for tourism, industry, governance, and investment, Bulacan Governor Daniel R. Fernando declared during the Singkaban Festival 2025 Grand Opening last September 8 at the Bulacan Capitol Gymnasium, Malolos City, Bulacan.
“Ang Bulacan ay hindi na dadaanan lamang, kundi lalawigang bibisitahin, mamahalin, at babalik-balikan (Bulacan will no longer be just a pass-through, but a province to visit, love, and return to),” Governor Fernando said, underscoring the provincial government’s commitment to elevating cultural tourism, improving public safety, and driving sustainable development across the province.
Governor Fernando cited Bulacan’s recognition as the third safest place in the Philippines in 2025 by the World Travel Index, a ranking that reflects visitor perceptions of safety and security, and bolsters the province’s appeal to both domestic and international travelers.
The annual Singkaban Festival continues to spotlight Bulacan’s rich cultural heritage and community pride. Tourism officials at the event, including representatives from the Department of Tourism, praised the celebration as a model of how collaboration among local stakeholders can boost tourism and promote civic pride.
Economic Leadership and Industrial Growth
Recent economic data from the Philippine Statistics Authority (PSA) confirms Bulacan’s expanding economic footprint. In 2024, the province recorded a Gross Domestic Product (GDP) of ₱675.52 billion, marking a 7% growth from the previous year —faster than its 2023 pace and above the regional average. This growth cements Bulacan’s position as the largest provincial economy in Central Luzon.
Industry, particularly manufacturing and construction, drives much of this expansion. Construction activities and large infrastructure projects, such as the North-South Commuter Railway and the Metro Manila Subway, continue to provide momentum, with Baliwag City emerging as a key fabrication hub supporting these initiatives.
Fiscal Excellence and Strengthened Governance
Bulacan’s fiscal performance in Fiscal Year 2024 reflects robust governance and revenue generation. The provincial government reported ₱3.39 billion in local revenue collections, the highest among all 82 Philippine provinces, earning top honors for local source revenue at the 38th Anniversary and Stakeholders’ Recognition event of the Bureau of Local Government Finance (BLGF).
Governor Fernando attributed these achievements to the dedication of provincial employees and reaffirmed his administration’s commitment to “sustainable, pro-people governance.” He pledged that the accolades would serve as an inspiration to further improve public service delivery.

Bulacan also earned a Special Citation for Most Business-Friendly Province at the 2025 Most Business-Friendly Local Government Unit Awards, presented by the Philippine Chamber of Commerce and Industry (PCCI). The recognition underscores the province’s efforts to attract investments, streamline business processes, and foster a competitive economic environment.
