DTI-3 and DPWH-3 Team-Up for Industrial and Infrastructure Development
The Department of Trade and Industry Region 3 (DTI-3) and the Department of Public Works and Highways Region 3 (DPWH-3) have teamed up in a joint effort to develop Central Luzon’s industry and infrastructure.
A convergence program called Roads Leveraging Linkages for Industry and Trade (ROLL-IT) was launched by DTI and DPWH with the objective to facilitate the efficient and more coordinated efforts to identify, prioritize, and implement road access infrastructure leading to various industries and economic zones in a technically-correct and politically-participative process.
This program was patterned from the Department of Tourism (DOT) and DPWH convergence program which led to the upgrading of roads leading to tourist destinations in the Philippines.
To be included in the program, stakeholders are tasked to identify and submit potential industry road projects to the DTI-DPWH Regional Technical Working Group (RTWG). The RTWG will validate and evaluate these proposed projects which will then be submitted to the Central Technical Working Group (CTWG) for final evaluation.
A program orientation was conducted in Region 3 on February 10, 2017. This was attended by the Provincial Planning Officers, Infrastructure Stakeholders, DTI-3, DPWH-3, Board of Investments (BOI) and USAID. In March, the RTWG evaluated and submitted to the CTWG the 25 projects from Bataan (13), Bulacan (4), Pampanga (7) and Tarlac (1) that will be part of the 2018 Budget.
The CTWG is still in the process of validating and finalizing projects that are part of the 2018 budget. The ROLL-IT Secretariat meanwhile is still accepting and evaluating project proposals to be considered for the 2019 budget.
